Applied Development Joint Venture P3 Innovation Awarded HUD Contract

FOR IMMEDIATE RELEASE – P3 Innovation LLC (P3) won a contract to provide financial technical assistance to the U.S. Department of Housing and Urban Development (HUD). As a joint venture between firms Applied Development LLC and Thomas & Herbert Consulting LLC (T&H), P3 combines the experience, values, and resources of two award-winning companies.

P3 will provide HUD staff assistance with the administration of the Operating Subsidy (OpSub) Fund Tools in support of the Office Public and Indian Housing (PIH) Field Offices (FOs) and Public Housing Authorities (PHAs). The PIH accounts for the largest part of HUD’s budget, and seeks to ensure safe, decent, and affordable housing to people across the United States. The FOs deliver $4.5 billion annually to 3,000 PHAs, approximately 7,000 public housing developments, and over 1.1 million low-income families. The PIH also creates opportunities for the self-sufficiency and economic independence for public housing residents.  

Another core part of PIH’s mission is to assure fiscal integrity by all program participants. P3’s work will support implementation of subsidy calculations and administration. This includes the documentation of funds control and procedures, providing proration analysis, and providing various financial analysis reports.

Across the country, public housing agencies have the task with protecting and providing resources for some of the nation’s most vulnerable residents. They also work to revitalize distressed neighborhoods while supporting sustainable development. In P3’s previous contracts with housing agencies, they support this goal with effective program management and technology expertise.
